Borno State Governor, Professor Babagana Zulum, has shed light on why the Northern Governors Forum advised President Bola Tinubu to pause the controversial tax reform bills. Speaking during an interview on Channels Television’s Sunday Politics, Zulum emphasized the need for deeper consultation and a fairer distribution of the proposed tax policies.
Northern Governors’ Concerns Over Tax Reform
Zulum clarified that the governors’ main concern centers on the Value Added Tax (VAT) provisions in the reform bill. According to him, their analysis shows that only Lagos and Rivers States would significantly benefit from the new tax regime, while other states, especially in the North, would suffer financial losses. He explained:
“Based on our calculations, only Lagos and Rivers will benefit. We would lose out under this scheme. That’s why we advised the Federal Government to pause and remove certain clauses that would harm not only Northern Nigeria but other regions as well.”
Zulum stressed that the Northern Governors are not against tax reforms but believe that rushing the process without proper consultations could lead to unfavorable outcomes for many states.
Call for More Time and Consultation
The Northern Governors Forum is asking the Federal Government to allow more time for consultations. They want to understand the full implications of the proposed tax changes before they are enacted into law. Zulum stated:
“We are not against reforms, but we need more time to fully grasp the details and implications. It’s better to take a step back, consult widely, and then make informed decisions that benefit everyone.”
Not a Political Standoff with Tinubu
Addressing rumors of a rift between Northern governors and President Tinubu, Zulum dismissed the claims as baseless. He pointed out that the North played a critical role in Tinubu’s electoral victory in 2023, providing over 60% of the votes that secured his presidency. He added:
“There’s a false narrative that the North is against Tinubu. That’s not true. I have always supported power rotation to the South. I was one of the first governors to openly advocate for it before the elections.”
Zulum underscored his loyalty to the All Progressives Congress (APC) and reiterated his longstanding support for Tinubu’s leadership.
Zulum’s Support for Power Rotation
Highlighting his commitment to national unity, Zulum recalled how he championed power rotation to the South, ensuring a balance in the country’s political landscape. He expressed disappointment that some individuals were spreading misinformation about the North’s stance toward Tinubu’s government.
“I’ve always supported a fair and balanced political structure. I stood firmly for power rotation, and I remain committed to President Tinubu’s success.”
